Verify Rental Contract and Suggest on mietendeckel to take effect on my contract

Hello Sir / Madam, I have the Rechtsschutz insurance with Allianz. I would like to know if my insurances include

1. To provide suggestions regarding rental cover.

2. I reached out to my landlord asking to change the rental amount as per the new housing rules, but he says that it will take until DEC 2020 to take effect. I would like to have an expert advice who can check my house contracts (same house but, Renewed on NOV 2019) and suggest me whether I can ask the landlord to reduce the rent immediately.

Can you please help.
